Whether this is enforced or not is another thing, but it's clearly fraud (also defined further up in the same document.) This reminds me of the endless debate between a good and a service. The room is not yours to do with as you please, you are simply leasing some time in it. It's not a happy meal. And how is this line of argument any different than telling an airline that it owes you the miles for a flight you didn't actually take. You paid, so you're owed the miles! Or how a second leg should be reinstated even if you didn't fly the first.
The OP will be checking in, etc. Where’s the “fraud” part?
The airline comparison is a red herring, since a no-show’s seat is typically occupied by someone else. Not so for a mattress runner’s room.
