Other countries, have taxes/fees/levies in transit. NZ does now. You just do not know they exist.
This is a very political tax with very high cost to administer.

Come 01 October I expect there will be many passengers having trouble boarding, as they have not applied for the NZeTA-IVL
Other countries don't disguise taxes/fees/levies as eTA...

If you charge people for nothing, at least make it clear. Don't hide it under eTA. just call it transit levy...
