I've had a similar situation on a CR-9. F FA did a single drink service and and placed the snack basket on the closet in front of 1A (couldn't be bothered to pass it to the 3 rows of people). Then she disappeared to the back. After at least 30 min, I got up and helped myself to a refill from the galley. I made refills for the others who wanted one. I passed the smack basket to people, and then started passing it to the people in coach. By the time I got to the third row in Y, the FA came running up the aisle and angrily told me I wasn't allowed to do that. Oh well. The people around me liked me.
