Yes, I received this upgrade once in January 2018. It was driven by facility maintenance causing an issue with our booked room, and we were notified by management via email prior to arrival. Very apologetic naturally, and we were more than happy to accept. Not the normal upgrade scenario so not sure if it would happen regularly.
