The mail I received from Marriott stated otherwise. They will honor the PA rate prior to 9/14/2019:
On 9/14/2019, we’re updating the Points Advance reservation benefit for all members: You will be permitted a maximum of three Points Advance reservations at any time.
Cancel any remaining Points Advance reservations or convert them to a paid rate.
If you’re unable to complete this before September 14, we’ll contact you at the phone number listed in your account to help you resolve any excess reservations.

Clearly Marriott will honor the standard rates made with PA prior to 9/14/2019. Also it says you can only have
3 PA bookings at all time. The rumor of 5 PA booking is probably incorrect.
I did not even receive the email you got. Mine is telling me to pay it now else after Sept 14 it will be subj to actual cost for the stay period. i.e.
the email I got, does NOT have the all important "Call Us" paragraph.
I was about to cancel those bookings before the deadline which was 30 days before arrival, because we no longer planned to take a particular cruise and the PA bookings were at the disembarkation location post cruise. The email I got prompted me to cancel it 2 weeks ago, rather than waiting till Nov 1st. One less thing remains on my To Do calendar.
