This is one of my complaints about the seats - they are tougher to use than they should. The footrest gets locked into a position so you can put leg weight into it and not have it go down. To reset it, you need to push it all the way up so it is as close to the seat in front of you as possible in the upright position and then you should be able to push the footrest all the way down and raise it to the level you want it to stay. It is very finicky about resetting at the top you need to push it up hard at the end. The same problem with the leg support attached to the chair, you need to push it back really hard to get it to back into the seat.
