Actually, I think you and maybe some other people misunderstood the main points of that request. It is so that an old post that refers to offer 5 will not seem to refer a completely new offer which has reused the number 5.
I think it's OK to clean out DEAD offers after they've been dead a while. (That would be easier if it was easier to tell when they were noticed to be dead.) I think the maximum amount of history that might be warranted is offers which are dead but which someone may still be working on the minimum spend on. Once that period is done, I see no need to keep old offers.
But the above is just one person's opinion. The one thing I think most of us agree on is that you just want to
not reuse numbers (or letters) that have been used in the past in this thread for past offers.
