I think that's an artifact of the hosed-up IT for the upgrade lists not distinguishing who's CURRENTLY awaiting an upgrade ... many of the people whose names are on the list (and the GIDS) as "upgraded to PC" have been in that status since booking (when they actually selected those aisle and window seats)
