As an update, on the same card that the computer had wanted me to talk to an agent, I gave it a try today for both my and SO's cards that failed before and it worked today, about 3.5 weeks later. So, just because you can't do it automatically at one point doesn't mean it won't change later. Also, I had talked to the person in chat online (as suggested) and they had said I had to call in, though I only tried that once (I didn't HUCA, so to speak).
