As much as I hate to get mixed up in this mess, I feel the need to say that I've found that most ticket counters, baggage offices and hotel front desks have a simple pair of scissors to cut the zip ties off, as I have done MANY times in the past, as most checked bags departing Mexico get zip tied. Sometimes they're on a chain so they don't disappear, but they do exist!
