i can understand your frustration - but there is nothing that anyone can do to change it.
On arrival in URC your flights turns from an international one to a domestic one. You have to enter China at URC.
Maybe one day they will change the flight so that passengers continuing on to CAN will not have to disembark or enter China. Then you would arrive in CAN as as an international passenger and be entitled to the full 144 hour TWOV.
But as of now you complete immigration in URC, then you arrive in CAN as a domestic passenger. You see no one in CAN, just collect bags and exit.

So the customs check in URC my flight ticket to see when will I leave China? And since they will see it is more than 24 hours (with 40 minutes..), then they will ask for the visa and otherwise the would not?
The "funny" part is that originally I wanted to buy a ticket with only 5 hour stopover in CAN, but that would have resulted arriving in Manila at 10PM.
Then I saw if the stopover in CAN is more than 8 hours, CSA offers a free hotel, so that is why we chose the 17 hours stopover. Now we will have this free hotel for 100$ becuase of the visa, great
