The HP is in Harbor East which is a newer area of the development around the harbor and where most of the new hotel and restaurant development has been over the last couple of years. HP is also much closer to Fells Point where most of the bars are. HR is on the other side of the Harbor closer to the convention center. I would likely pick the option closest to where I need to be unless I was going to have a bunch of free time.
