For O/D traffic, yes of course you end up at the same customs. I prefer to connect in YYZ because it is much better connected by air to YOW than YUL, so unless I am already in YUL for business this is good news for me personally since I do fly to BRU periodically and I'd prefer to be on AC versus SN. Other people may have different preferences obviously.
Ok understood .. you are right that YOW-YUL flights are few a day on a small crappy plane .. agree with you!

I checked .. 8 flights per day YOW-YUL with only 2 with business class ... and YOW-YYZ is 16-17 flights per day ...
