It depends on the type of voucher. Vouchers issued for cancelled/modified reservations can only be used by the named passenger. Other vouchers (e.g., for Voluntary Denied Boarding) can be used by anyone traveling with the original voucher owner on the same reservation at the time the voucher is being redeemed.

You can use the voucher on any flight Delta sells, including partner codeshare flights. For example, you could use the voucher on a Delta-marketed ticket for a KLM-operated flight. You're correct that Delta no longer has any domestic partners (aside from their connection carriers, which are sold as Delta flights).
