It seems to me that it depends on where / when the aircraft was restocked last. I caught the 773 a few times on domestic shake-down runs as they entered service, and never were there any Polaris amenities. However sometimes when I get a widebody or 752 going domestic after an int'l flight, we get bedding and/or amenity kits.
