Very confusing baggage fee T's & C's, perhaps done on purpose?

Pre-booking fee is 50 baht per 1 Kg. (60 THB/Kg to Taiwan and Japan) https://www.lionairthai.com/en/Extra...s/Lion-Baggage

Maybe post-booking (less than 4 hours before departure?) they charge 500 baht/Kg. Interesting. "If you mention extortion one more time I'll have your legs broken."

Also saw some DMK-CMB caveat (pre/post July 29, 2019) but couldn't find it detailed anywhere.
