The 20k rule doesn't make much sense anyway as most people own credit cards and credit cards don't count.
But immigration officers use that rule to prevent people from entering their country, which they don't want to enter for some reasons. And I'm not talking about serious reasons.
And it's not only about imnigration. If your daughter stays in Thailand and need to go to an authority or a police station, it's a good idea to dress as good as possible. She will get more respect and in Thailand respect is even more important than bribe.
