Most of the survived DP's are unactivated "dormant" cards so I wanted to build up 5 of each before starting. It seems it's nearly impossible to sign up again after a shutdown wave (successful DP's cite 1 new card at the most) so this is the best chance to get a few accounts to slip through the cracks.
Not sure if this is accurate. Most DPs point to "activated" dormant cards that avoided the shutdowns. If the cards are not activated, Serve can remind you to activate them, or close them out.
