Also, what are the folks at US INS in YUL? Are they as huge-jerks like in Toronto, or are they a little mellower about life?

Have you considered AC7486 to YHZ then CO 2430 to EWR? For my money unless I had an appointment at or above Times Square, I would go to EWR. With luck you can get from gate to Penn Station in about 40 minutes for $11 US. Being down east you get to avoid all of the unpleasantness the rest of us are stuck with.

As for the trolls at INS, YYZ has got to be the worst.
