From purchase to T-7 days I could not select a seat.
At T-7 days I could purchase "Non-premium" seats (no comfort+ or Exit Row) seat for $30
At T-24 hours on the dot I could select any open "Non -premium" seat for free.
And I can confirm I can switch after check-in.
