Difficult to call this one -- power outages are usually the local utility's fault and not the property. I also have no doubt that the false fire alarm was due to the power issues. A little chat with the front desk is probably in order. I'd imagine they'd throw some points your way. Much depends on how long the power was out for. Out for only 30 minutes? I wouldn't expect anything. Out for 8 or more hours? Something's definitely owed at that point.
