Nope. I'd already received the e-mail receipt indicating the original itin had been fully ticketed, and my credit card had already been charged before I called. It took a full week for the refund to show up on my card, and it showed up separately from the original charge.
As for whether this will work with the $5 fee, if it's $5 for ticketing with a phone agent, in this scenario, the $5 fee will still apply.
I'm still not sure. I think somebody should try it next week and see what happens.
