Is the BA Avios still a good programme for North American residents/flights on AA/AS?

I have been transferring some MR points each time there is a bonus. It did come in handy a few times for AA flights but I still have a decent amount there. I wonder if I should transfer more since I spend a decent amount of time at an AA hub.

I know BAEC has recently implemented some fees.

It seems:

BAEC US$55 for ANY CHANGES or Redeposites
AA Advantage US$75 for <21 days, no date/time change fees for same city pairs, other changes/redeposites US$150

Does BAEC still access AA's Saver Award inventory?
