Hmmm ... well FWIW the last couple of time I have been through there are specialized booths for US Green Card and US Citizens ... they are in the middle ... and if you have a GC or are a US Cit then you can go to the middle of the two lines and go directly to one of these booths ... that is how I understand it anyway ... as far as I know that is how it has been for months now ... even before the new US Visit program ...
