OT ever since the massive changeover to chip cards about 10 years ago, all European cards must use a pin to validate the transaction (as opposed to signing like the US). However, both credit and debit cards had pins in case you needed to withdraw money at an atm.
Most American banks in their infinite wisdom have pin authentication disabled for purchases, even at terminals where pin is the only allowed mode.
