United's policy is not to check bags through to the final destination if you have an overnight connection. They ask you to reclaim and check them again the next day. Also, based on what you wrote you are changing airports so they would ask you to pick the bags up in IAD regardless and take them with you to DCA. You will have no problem tagging them to IAD.
