My favorite delayed baggage story: Booked on an AA-sold ticket; flying on BA operated flights, rebooked mid-trip onto KLM due to a BA delay. Unsurprisingly bags didn't make the BA-KLM transfer. Filed claim with KLM (last carrier I was on).

Airline that ultimately delivered my bags and issued me a check: Delta.

(Turns out Delta is KLM's handling agent for customers in the U.S.). Anyway point is: it doesn't necessarily seem logical at first pass. But the airlines have a well-established system for handling missing bag reports and claims.
