Tried to check in here today for one night but it was total amateur hour. 1 person at check-in, Elite desk not staffed, no upgrades. Cancelled and left!
I have always been charged the 10% service charge on the room rate, at every hotel in Malaysia I've stayed at
Is this a different additional charge you are referring to? My understanding is that all 4- and 5-star hotels, and most "Western" F&B establishments such as bars and restaurants, levy the service charge.
On your other observation, yup, sounds like the Sheraton Imperial I know and used to love!
