As I said earlier, you can always ask. If a SWAP program is in affect, you'll be told 'unable'. Your options will be to accept the route that ATC will approve or to wait until the SWAP program is terminated.

The SWAP routings come from the FAA's Air Traffic Control System Command Center and are not negotiable.
