That isn't a weather/ATC delay. This is AA over fueling the aircraft and accepting a clearance that doesn't burn off enough fuel.

Larger aircraft have maximum landing weights and are not allowed to land over MLW in normal situations. If they do land overweight, they require certain maintenance checks.

No PIC is required to accept a clearance. They can ask for lower (higher fuel burn), can fly faster than optimal to burn more or can request a longer route.
