Hard to tell -- remember the report last month that the prior BIN that died was now coding as credit with a tax payment service -- so it may not be Citi might be the card issuer (given Citi's IT I'm inclined to think it's the issuer). I definitely agree on the shutdown comment -- I'd be shut down as well.
