The Sahara had $1 blackjack when I was there last November. It only pays 6/5 on blackjacks, though. There were only 1 or 2 tables offering it for $1. Your best bet for a seat at the table is to go during the afternoon.

Westward Ho offers $3 blackjack all day (with 3/2 blackjacks).
