I did a search, and found this site:
http://www.worldairportguide.com/airports/dps/dps.asp
The site stated that
'Citibank operates executive lounges in both terminals for Citibank cardholders; free for Gold and Platinum cardholders.'
I called Citi, but they didn't know anything about it. Does anybody here know whether these lounges still exist? If so, is there a list somewhere of Citi-operated lounges I can find? For the record, I have an AAdvantage Gold Mastercard, but technically any Gold/Platinum Citi card should get me into these lounges.
Thanks for the feedback!
Others may know more details, but I believe that Citibank has some lounges for cardmembers in places where getting a Citibank Gold card is still a big accomplishment.

From my experience, they seem to be operated at the local level, so Citibank in the US may know nothing about them. For example, I noticed a Citibank lounge in Islamabad (or was it Karachi?) about four years ago, and was able to talk my way inside, after showing a Gold Citibank card, despite the attendant's initial refusal (he said it was only for Pakistan-issued cards). As I recall, it was nothing particularly special, and the sandwiches were barely edible, but it was much nicer than the crowded terminal!
