I don't know pubs around Tottenham but worth noting there are lots of pubs in the (much nicer) Islington area which are of course primarily Arsenal but still get plenty of Spurs supporters in them even for the derby - rivalries aren't as vicious as they used to be. However for a more favourable experience you would indeed be better off further north.

I wouldn't bother with U23 etc - you aren't going to get the same vibe. If you want something less 'top tier' then better to go to a Championship or lower league match where you're still watching the first team.
