That's how they do it for Canadian ETAs, and that's been my experience on NH and SQ for Australia.
Yes. That is how it works. If there is no valid ETA, the PAX cannot complete the check-in, either on-line, at a kiosk or at a desk. An ETA is verified via iAPI (interactive Advance Passenger Information - a receiving-government system which exists in Canada, US, Australia, not sure about NZ). Eligibility to travel is verified during check-in.
