AC announced the first two routes, not the only routes. Those routes are only planned to start May 4, 2020.
Perhaps when they have a better sense of delivery dates for the A220 and perhaps when they know if or when the MAX will be flying again, AC can sort out where else they want to put the A220.
The way I read the announcement, it looked to me that what they said was based upon the assumption that by then the Max would be back. Hence new routes, instead of helping with damage control.
