I'm not sure of the numbers, but I suppose if DL manages to find additional aircraft, they could swing additional ICN routes.
Of course its a hub. DL has its code on hundreds of flights every day at ICN. If you are going almost anywhere in Asia on DL, there's a good chance you'll be connecting thru ICN. That's the definition of a hub.
DL loves to partner with joint ventures, and it always calls its JV hubs as hubs: CDG, AMS, MEX
DL has plenty of planes, they've received a significant number of brand new widebodies in the past few years, much more than they have retired. They could add routes any time they want to. In fact, they are slowing down A350 deliveries.
