Whatever keeps people from bringing on freakishly large carryons with all their possessions is good IMO. Personally I regularly carry more than 8kg (or the 10kg status allowance) in a normal-sized backpack and have never had it weighed though.

This (https://www.skyscanner.net/news/cabi...t-restrictions) would also suggest that 7-10kg seems to be pretty normal.
