Speaking from my BART experience, I think it's a good law. If you've been on the last trains of the night at midnight, scattered with everything from pizza boxes to spilled drinks on the floor, you'd see the need for this type of law. Not everyone is "neat". We have some real slobs that ride the train and leave everything behind. You really can't differentiate between various food or drink items, and the CA law is written to cover "eating and drinking" without listing various food or drink items.
