It's used for IrrOps, if DL can't get pax out for what ever reason they will "endorse" there tickets over to other carriers who will fly the person and later bill delta. I should have been a little more clear in my other post, this is not something that you are supposed to do to your own ticket like socrates suggests, you could probably get in trouble if caught.
