There is inseat power. BUT- it’s through the TV unit. It took most of my 9 hour flight to charge my cell phone, so not overly powerful!
You must have used the USB outlet.
All AA B787 Premium Economy seats have 110v outlets which are sufficiently powerful, at a maximum of 150 watts, to charge phones much faster. They are located in the storage bins between the seats.
