The check in staff in my experience is quite relaxed but they seem to employ a sort of security staff who are there near the entrance to the security area in MNL who are the fussy ones. I now ask the check in staff to weigh my bags and also to put a hand luggage tag on it just in case and so far I have not been stopped.
