Yes the bulkhead seats do have more leg-room. Personally I would go for one of the very back seats which are much more spacious although you get all the toilet-traffic.

As for Dubai, as far as I know there is no WT+ yet (I would guess that this is pretty low down on BA priority list), again personally if I were travelling Eco on this route I would travel Emirates.
