I believe they are trying to keep WT+ free of pax (rows 21-26) and even in WT they are trying to have people sit in the forward cabin by the looks of it (maybe the few in the aft cabin are cabin crew or staff? Or they could simply be limiting the area that is active to get more familiar with it that day or make it easier to clean?)
