I've read some pretty poor reviews of Hertz at DCA, and my experiences at Avis at IAD have been mixed. Actually, I've gotten decent cars at IAD but they always seem to be dirty. Thought I'd ask whether the hive has discovered a general preference for one or the other at IAD and DCA.
