They let you IN the IVR with the hopes you will "self service" and not need an agent - so you end up with what you experienced.
If only AA improved the capability for one to "self-service" in the case of applying SWUs, booking/making changes to partner award reservations, & getting multi-city bookings to price correctly, then that would mostly eliminate the need for me to call them in the first place.
