My wife and I were shut down in 2015 or 16. My wife can’t get any cards now but I did.
I got 5 green serve and 1 BB a few weeks before the May 2019 shutdowns. I hadn’t started using my cards until the end of May and my 1 serve and BB are still active.
I only started trying for my wife’s after June which could be the difference.
I don't know of any tricks, to be honest. I was also shut down in '16 but I managed to sign up for a single BB card in May, '19.
I am unable to repeat the minimal success since then, either for BB or Serve.
They must have shut down the blocker when the great massacree of '19 was occurring, which enabled a few of us "blacklisters" to sneak in under the wire
