FWIW, at CEB at checkin they asked me to weigh my main rolling bag. It was 8kg (so 1kg over). I politely explained that I need the bag with me for faster connection, and the check in agent told me it's ok. They did not ask to weight my laptop backpack, which seems to follow the stated policy but is a good thing as my backpack is 6kg, although looks fairly compact.

YMMV, but they do seem at least reasonable, if not lenient, when it comes to carryons. Next to check - Jetstar.
