The other aspect is whether the airline is obligated to serve water without charge. Most if not all airlines use bottled water for pax usage & as mentioned in this thread ULCC carriers have a small charge for this...
And giving a passenger a glass of ice and telling them to wait is clearly a better solution to ensure passengers have access to potable water?
