Maybe they look new. But does it matter whether the seats have been installed recently or not when they are the most uncomfortable (slim seat back, small seating surface, minuscule armrest, little legroom, no recline, no headrest, ...) and the most idiotically designed (tray table so small doesn't have enough space to put a cup and a PC, no hook to hang a jacket...)? And for the record, the more recent seats deployed on the non-domestic A319, A320, A321 are fantastic: comfortable and reclinable leather seats, with a headrest, OK legroom, large tray table, USB chargeport, and all the other things I listed as missing for the NEO seats.
Hence: I really like the most recent cabins ^^^ and passionately hate the recent-looking but older NEO seats on the A318.
